In March 2014, weeks after Russia’s invasion of Crimea, this panel came together with Nadia McConnell to draft and issue FOUN’s first recommendations on sanctions against Russia. Twelve years later, as Congress debates new measures like the Graham sanctions bill, FOUN’s National Security Task Force reconvened many of those same voices to ask: do sanctions on Russia actually work?
