Violations of International Humanitarian Law in Ukraine

October 15, 2026

Professor David M. Crane, founding Chief Prosecutor of the Special Court for Sierra Leone and a member of the Special Tribunal and Accountability Working Group of the U.S.-Ukraine Foundation’s International Human Rights Task Force, led preparation of the fifth edition of the Global Accountability Network’s book on violations of international humanitarian law in Ukraine by Russian forces, Russian War Crimes Against Ukraine: The Breach of International Humanitarian Law by the Russian Federation.

The first edition was published in April 2022, five weeks after Russia’s full-scale invasion. The fifth edition captures crimes committed in 2025–2026, identifies those most responsible, and highlights major incidents. It also acknowledges the statute establishing the Special Tribunal for the Crime of Aggression against Ukraine and the proposed new crime against humanity of mass destruction.

The International Human Rights Task Force was launched by the U.S.-Ukraine Foundation in June 2026 within the Friends of Ukraine Network (FOUN), the Foundation’s advocacy initiative. Its expert working groups focus on accountability and a Special Tribunal, the return of abducted Ukrainian children, trauma treatment, and conflict-related sexual violence, POWs and civilian detainees.
