
The U.S.-Ukraine Foundation has embraced the Forget-me-not flower as a symbol of Ukrainian children stolen by Russia—and of all victims of Putin’s brutal war. The Forget-me-not reminds us of our duty: to remember, to seek justice, and to fight for hope.
There are no precise numbers for how many Ukrainian children have been abducted and held hostage in Russia or Russian-occupied territories. As time passes, the likelihood of finding and rescuing them becomes smaller and smaller.
Just imagine how many of these children are still waiting to be reunited with their loved ones in Ukraine—after being subjected to all forms of Russification, told repeatedly that their families don’t want them back. Do they lose hope?
When we look into the eyes of some of these children, we see both innocence and pain; we must not ignore them.


What can we do? We have little ability to force Russia to return these children, especially if we can’t even find where they are. Certainly, we have no hope of getting them back if we cede any territory to Russia.
However, there is one thing within our control: we can make sure these children know, in time, that we hold accountable those who took them and are keeping them against their will. Perhaps not immediately, but at some point, they may learn what steps we took to punish those responsible.
We can sanction the perpetrators.
As of now, the Intelligence Agency of Ukraine has identified in detail 328 individuals and entities involved.
The Ukrainian government’s sanctions portal publishes profiles of individuals and entities involved in the abduction of Ukrainian children. Each entry details the crimes committed, sanctions imposed, and which other countries have enforced measures. Shown here are examples of a sanctioned individual and a sanctioned entity.


Yet, in the U.S. and other allied countries, only a small percentage of those sanctioned by Ukraine have been sanctioned as well.

We are sharing a timely and critical resource: a Consolidated List of Individuals and Entities Sanctioned by Western governments for involvement in Russia’s abduction and forced assimilation of Ukrainian children. This list includes names, occupations, links to Ukrainian Intelligence profiles, the countries that sanctioned them, and official verification sources.
