The Curious Case of the 2017 Ukrainian Education Law

The Ukrainian parliament launched a long-expected education reform policy with the adoption of a new law on education in September 2017. However, the law provoked an outcry from neighboring states because it drastically reduced the use of minority languages in the education process, which was seen by minority representatives and kin-state governments as a violation of minority rights. Despite their warnings that the implementation of the law would jeopardize Ukraine’s European integration, President Petro Poroshenko enacted the law. This nationalizing move of the parliamentary majority and the president seems to be at odds with their generally cautious approach to promoting Ukrainian as the state language. Their peculiar behavior is to be understood within the context of post-Euromaidan Ukrainian politics with its increasing nationalist pressures. Similarly, the unusually harsh response from the Hungarian government was partly determined by domestic political competition with the radical nationalist opposition.Volodymyr Kulyk is Head Research Fellow at the Institute of Political and Ethnic Studies, National Academy of Sciences of Ukraine. He has also taught at Columbia, Stanford, and Yale Universities, Kyiv Mohyla Academy, and Ukrainian Catholic University as well as held research fellowships at Harvard, Stanford, the Woodrow Wilson Center, University College London, University of Alberta, and other Western scholarly institutions. His research fields include the politics of language, memory, and identity, language ideologies, and media discourse in contemporary Ukraine, on which he has published widely in Ukrainian and Western journals and collected volumes. Dr. Kulyk is the author of three books, the latest being Dyskurs ukraїnskykh medii: identychnosti, ideolohiї, vladni stosunky (Ukrainian Media Discourse: Identities, Ideologies, Power Relations; Kyiv: Krytyka, 2010).
