Challenges to Ukrainian Energy Reform and European Energy Security

Hanna Hopko and The Hon. Nataliya Katser-Buchkovska for a discussion of Ukrainian energy market reform, how external forces impact reforms, and Ukraine’s role in European energy security. Ukraine’s energy sector has suffered under the absence of transparent regulation and competition ever since the country regained independence. Dysfunction has led to massive and pervasive corruption and exposed Ukraine to external pressure. Promising reforms intiatied by the new government to liberalize energy markets appear to have stalled, and the restrictions on political intervention that were introduced after 2014 may be in danger. A properly-functioning energy sector would not only contribute to domestic prosperity and stability but convert Ukraine from a perceived liability into an asset for Europe’s energy security. Our speakers will help us understand this challenging situation and offer suggestions on how to move energy reform forward. Hon. Hanna Hopko is the Head of the Committee on foreign affairs of the Verkhovna Rada of Ukraine. She is also a member of the executive committee of reforms of the National Council of Reform and the Anti-Corruption Action Centre (AntAC). During her time in the Verkhaovna Rada, Hanna Hopko has become author or co-author of 140 draft laws and regulations. Hon. Nataliya Katser-Buchkovska is a member of Ukrainian Parliament, Head of the Subcommittee on Sustainable Development, Strategy and Investments of Committee on Energy, Nuclear Policy and Security. Her main priorities are: strengthening energy security, improving energy efficiency and savings, attraction of investment in renewable energy sector to ensure industry’s sustainable development.
