A delegation of senior Ukrainian officials with key roles in this project visited Washington, DC from June 12-16, 2006 to meet with a broad range of US experts and senior officials.  The visitors included:

• Oleksandr Demyanyuk, Director of the Personnel Department at the Ministry of Foreign Affairs of Ukraine;
• Tymofiy Motrenko, Head of the Main Department of Civil Service of Ukraine;
• Andriy Vyshnevsky, Director of the Center for Support of Civil Service Institutional Development at the Main Department of Civil Service of Ukraine.

Meetings were held with the following individuals to discuss opportunities for cooperation between the U.S. and Ukraine in the area of civil service and administrative reform:

• Linda Springer, Director, U.S. Office of Personnel Management (OPM);
• David Eckerson, Deputy Assistant Administrator and Manager of Human Resources, U.S. Agency for International Development (USAID);
• Norman Enger, Director of the HR Line of Business Program, OPM;
• Catherine McMullen, Chief of the Disclosure Unit, U.S. Office of Special Counsel (OSC), and Leslie Williamson, Attorney, OSC;
• Ruth Whiteside, Director, Foreign Service Institute (FSI), and Ambassador John O'Keefe of FSI;
• Dale Cabaniss, Chairman, Federal Labor Relations Authority (FLRA);
• Bohdan Futey, Judge, U.S. Court of Federal Claims;
• Stephen Nix, Director of the Eurasia Program, International Republican Institute (IRI);
• Robert Cusick, Director, Office of Government Ethics (OGE), and Jane Ley, Deputy Director, OGE;
• Hannah Sistare, Vice President, National Academy of Public Administration (NAPA);
• Neil McPhie, Chairman, Merit Systems Protection Board (MSPB);
• Ambassador George Staples, Director General, Foreign Service;
• Ambassador Nelson Ledsky, Regional Director, National Democratic Institute for International Affairs (NDI);
• Jerry Dutkewych, Director of Country Relations, Millennium Challenge Corporation (MCC);
• Eugene Fishel, Office of the Vice President of the United States.

The delegation also met with current Ukrainian Ambassador Oleh Shamshur and former U.S. Ambassadors to Ukraine William Green Miller and Stephen Pifer, as well as attended a reception at the National Council on Soviet Jewry (NCSJ) honoring Mark Levin and Shoshana Cardin.
